Better than Business as Usual 1: Public Facilities – Transportation & Others

BAU: Construction of capital facilities isn’t expected to keep up with demand as the region grows. Result: more congestion, lower service levels.

Better: Change the way people and businesses ‘consume’ these services. Change the way the facilities are managed, financed and used. Maintain quality of life by changing the trends that have shaped past regional form and capital investment.
